Mumbai plans structured push for affordable rental housing

Mumbai’s rising rental demand is set to be addressed through a more structured and regulated framework, as the state government moves toward a system-driven approach to affordable housing.

Under the leadership of Devendra Fadnavis, authorities have been directed to establish a comprehensive mechanism that simplifies rental access while ensuring accountability across stakeholders.

A key element of the plan is the introduction of a dedicated digital platform designed to connect available housing with tenant needs. The initiative aims to bring greater transparency, ease of access, and efficiency into the rental ecosystem.

With Mumbai continuing to attract a large number of migrants for jobs and business opportunities, the pressure on housing has intensified. The government has emphasized the need to align supply with demand and ensure that rental homes remain accessible at affordable rates.

The administration has also stressed that all rental-related processes should be governed by clear agreements and strict oversight to protect both landlords and tenants. Strengthening implementation of the Maharashtra Rent Control Act, 1999 remains a priority, with deputy commissioners of police proposed to be designated as competent authorities to enhance enforcement capacity.

To address delays in dispute resolution, the government has proposed setting up 100 special courts and appointing retired judges to handle rent-related cases. The introduction of evening courts has also been suggested, subject to approval, to clear pending matters more efficiently.

Overall, the initiative reflects a shift from fragmented rental practices to a system-led, policy-backed framework. If implemented effectively, it could redefine how Mumbai manages its rental housing challenges—balancing accessibility, regulation, and efficiency in one of India’s most dynamic real estate markets.
