UP-RERA Returns ₹128 Crore to Over 350 Homebuyers in 2025

LUCKNOW: The Uttar Pradesh Real Estate Regulatory Authority (UP-RERA) has reported significant progress in safeguarding homebuyer interests by recovering ₹128 crore this calendar year from developers who failed to complete their housing projects.

This amount has been directly deposited into the bank accounts of approximately 376 homebuyers, marking a noteworthy step in ensuring financial redressal for those affected.

With this, the total amount UP-RERA has transferred to homebuyers’ accounts has reached an impressive ₹1,360 crore. These funds have been disbursed among nearly 5,500 homebuyers who had not received possession of their homes, reflecting the authority’s continued commitment to resolving long-pending real estate grievances.

UP-RERA Chairman Sanjay Bhoosreddy stated, “So far, we have issued over 12,900 recovery certificates (RCs) amounting to ₹3,900 crore, the majority of which are concentrated in the National Capital Region (NCR).

We assure every homebuyer who approaches us that they will not be left unheard. They will either be handed the keys to their dream home or receive their hard-earned money back from the promoters.”

The authority has taken a proactive role in resolving disputes not just through enforcement but also through mediation. Approximately 8,500 complaints have been settled via conciliation forums in Lucknow and Greater Noida.

These settlements, amounting to ₹3,320 crore, have included both refunds and the actual delivery of residential units. In addition, around 1,650 recovery certificates, collectively valued at ₹500 crore, have been mutually resolved between promoters and homebuyers without the need for further legal enforcement.

Bhoosreddy added, “We have significantly tightened regulations around defaulting promoters, especially those who previously took advantage of regulatory loopholes. Under the current enforcement framework, any promoter who fails to comply with UP-RERA’s orders or directions will face financial penalties on a per-day basis until compliance is achieved.”

The authority’s stringent measures are part of a broader campaign to restore transparency, accountability, and buyer confidence in Uttar Pradesh’s real estate sector.

According to the latest statistics, UP-RERA has received a total of 57,626 consumer complaints since its inception. Of these, 50,025 complaints have been successfully addressed, reflecting a resolution rate of approximately 86.81%—a significant achievement considering the complexity of real estate litigation.

Among the top districts where the maximum number of complaints have been registered are Gautam Buddha Nagar, Lucknow, Ghaziabad, Varanasi, and Meerut.

These regions, being major urban centers with high real estate activity, have witnessed numerous stalled or delayed housing projects, resulting in increased consumer grievances.

UP-RERA’s efforts to streamline grievance redressal through legal enforcement, conciliation forums, and mutually agreed-upon settlements highlight its multidimensional approach.

The authority continues to monitor promoter activities closely and aims to ensure that the real estate market operates with higher levels of transparency, fairness, and consumer protection.

In the coming months, UP-RERA is expected to further strengthen its regulatory mechanisms and enhance digital platforms to make the complaint-filing, recovery, and settlement processes even more accessible for consumers.

These steps are part of its broader mission to ensure that no homebuyer is left without remedy, whether through the delivery of their property or return of their investment.

As homebuyers continue to seek reliable avenues for justice, UP-RERA’s consistent efforts in enforcement, recovery, and dispute resolution reinforce its position as a pivotal regulatory body working towards transforming Uttar Pradesh’s real estate sector.
