Maharashtra Notifies Policy to Promote Artificial Sand, Aims to End River Sand Mining

MUMBAI: In a major step to promote sustainable construction and curb environmental degradation, the Maharashtra government has finalised and notified a policy encouraging the use of artificial sand (M-Sand) in building activities.
Revenue Minister Chandrashekhar Bawankule said the government has directed all district collectors to ensure immediate implementation of the policy. District collectors have now been empowered to approve up to 100 M-Sand units, doubling the earlier limit of 50.
According to a Revenue Department resolution, details of suitable land parcels—both public and private—will be compiled and made available on the ‘Mahakhanij’ portal for auction. Only registered undertakings will be permitted to establish these units.
“With the standard operating procedure now in place, there will be no obstacles in implementing the policy,” Bawankule said, adding that licences of M-Sand units violating prescribed conditions will be permanently cancelled.
The minister added that efforts are underway to completely stop sand mining from rivers in the coming years. “Ensuring adequate sand supply for construction while curbing illegal transportation is key to safeguarding the environment,” he said.
The policy is expected to help balance construction demand with environmental responsibility, promoting the use of sustainable materials while phasing out river sand extraction.
