BMC moves towards 3D governance with Mumbai digital twin

In a significant step towards data-driven urban management, the Brihanmumbai Municipal Corporation (BMC) has begun integrating a three-dimensional digital model of Mumbai with its core civic systems. This initiative aims to bring multiple municipal departments onto a unified digital platform, improving both transparency and operational efficiency.

The digital twin of Mumbai will initially be connected to systems handling building proposals, estates, and property tax, with plans to gradually extend integration across other departments. This interconnected framework is expected to streamline processes while enabling more accurate decision-making.

One of the key advantages of this integration lies in its ability to improve revenue assessment. The system will allow precise calculation of development charges, property tax, and regularisation fees. By reducing discrepancies in property data and minimising leakages, the civic body is likely to see a notable increase in municipal revenues.

The 3D model offers a layered and highly detailed representation of Mumbai’s urban fabric. It maps buildings, roads, bridges, flyovers, underpasses, underground utilities, water bodies, open spaces, and even informal settlements. This level of detail will help authorities detect unauthorised constructions and encroachments with greater accuracy while also enabling cross-verification of approved plans against actual on-ground developments.

Beyond enforcement, the integration is expected to transform planning and governance. With enhanced visualisation and data integration, approval processes can be streamlined, reducing delays and improving coordination between departments. The platform will also support simulation-based decision-making, making infrastructure planning more efficient and strengthening disaster management preparedness.

The digital model further enables immersive 3D walkthroughs, offering a 360-degree view of city spaces. Highlighting its practical application, a civic official said:
“In areas such as Bora Bazaar and other parts of Fort, buildings are in close proximity, with narrow gullies in between, many of which have been encroached upon over the years. Similarly, there are properties leased by the civic body where structural changes have been made. The integration of the digital model will provide both macro and micro views, enabling officials from various departments to identify changes even from their office.”

The system also allows detailed sector-wise analysis of urban development. Explaining its enforcement capability, the official added:

“We can carry out a sector-wise analysis of the development in the city with the integration. For instance, if a building has undergone extensions or additions beyond the approved plan, or if there are any variations, officials will be able to assess the height, floor plates and dimensions of the building on the ground and impose penal charges accordingly. Before granting permissions, civic staff will also be able to check aspects such as the width of a road and the presence of nearby structures or utilities.”

From a regulatory standpoint, this integration will ensure that assessments related to property tax and development charges are made accurately at the initial stage itself, leaving minimal scope for revenue loss due to post-approval modifications. It also equips officials to verify site conditions—such as underground utilities and surrounding infrastructure—before granting development permissions.
