Slum Redevelopment Gains Momentum

Mumbai’s slum redevelopment programme has entered a defining phase, with ongoing projects now covering more land than has been redeveloped over the past three decades. The scale of activity reflects the government’s renewed focus on accelerating urban renewal, expanding affordable housing and improving living conditions for lakhs of families across the city.

According to the latest data, 1,202 slum redevelopment projects are currently underway across 2,156 acres, benefiting nearly 3.21 lakh families. The figures underline the growing pace of redevelopment under the Slum Rehabilitation Authority (SRA), which was established in Maharashtra in 1995.

The redevelopment pipeline continues to expand. As many as 607 additional slum projects have been proposed, covering 1,015 acres and expected to benefit around 2.85 lakh families.

At the same time, redevelopment challenges remain. Around 271 projects spread across nearly 595 acres, where more than 89,000 families reside, continue to face delays due to legal, financial and administrative hurdles. These stalled projects highlight the need for faster approvals, stronger coordination and effective dispute resolution to ensure redevelopment benefits reach residents on time.

The progress achieved over the years reflects the long-term impact of the SRA framework. Between 1995 and 2026, a total of 631 slum redevelopment projects covering 556 acres have rehabilitated approximately 2.94 lakh families.

Role of Housing Agencies

While the SRA remains the principal agency for slum redevelopment, other government bodies have also contributed significantly to Maharashtra’s affordable housing ecosystem.

The Maharashtra Housing and Area Development Authority (MHADA), established in 1977, has constructed nearly 5.27 lakh dwelling units across the state up to November 2025, according to data from the Maharashtra Economic Survey 2025-26.

Similarly, the City and Industrial Development Corporation (CIDCO), which has been implementing planned housing development since 1970, has delivered approximately 2.30 lakh housing units across Maharashtra up to December 2025.

Together, these agencies have played a vital role in expanding affordable housing while supporting the state’s broader urban development objectives.

Why Redevelopment is Accelerating

Several policy initiatives and planning reforms have contributed to the current momentum in slum redevelopment. Improved redevelopment policies, enhanced development incentives, higher demand for housing, better infrastructure planning and stronger government support have encouraged developers to undertake projects that were previously considered financially or legally difficult.

At the same time, redevelopment has become increasingly important for unlocking valuable urban land, modernising ageing settlements and creating planned communities with improved civic infrastructure.

Challenges Continue

Despite encouraging progress, redevelopment remains a complex exercise involving multiple stakeholders. Land ownership disputes, rehabilitation eligibility, environmental approvals, financing constraints and prolonged litigation continue to delay several projects.

Industry experts believe that timely clearances, transparent implementation, greater community participation and coordinated efforts between government agencies and developers will be essential to sustain redevelopment momentum and minimise project delays.

Mumbai’s slum redevelopment programme has moved beyond isolated housing initiatives to become one of the city’s largest urban transformation exercises. While the rising number of ongoing projects signals positive momentum, successful execution will ultimately depend on balancing redevelopment speed with transparency, rehabilitation quality and timely delivery. As Mumbai continues to address its housing shortage, efficient implementation will remain the key to translating ambitious plans into long-term urban renewal.
